He added that Soviet submarines would “drown” any American aircraft-carriers that entered Russian waters. “The submarine is not only an offensive weapon. The views of the people entirely coincide with the point of view of the Government so there can’t be a case where our Government would start a war because it would be contrary to the wishes of the people.” he said.
