U.N. Attitude To Death Penalty
(N.Z. Press Association—Copyright) (Rec. 11 p.m.) NEW YORK, Nov. 26. The United Nations yesterday rejected a proposal calling for world-wide elimination of the death penalty. Only nine nations in the 82nation Social Committee voted for the proposal—Brazil, Colombia, the Dominican Republic, Ecuador. Finland, Italy, Panama, Uruguay and Venezuela. Fifty-one voted against and 12 abstained. Colombia and Uruguay had sought to get the ban on capita] punishment written into a proposed international covenant on civil and political rights. The committee adopted a revised article of this covenant, declaring “every human being has the inherent right to life.” The article said the death sentence shall not be imposed on pregnant women and persons under the age of 18.
