Japanese Talks With Russia
[Rec. IL3O pm.) LONDON, June 8. Japan and Russia opened secret high policy negotiations yesterday to end their 10-year state of war, and unexpectedly adjourned the talks for a week. The decision to put off the next meeting until June 14 while they consulted their Governments puzzled diplomatic quarters. It also provoked speculation about a possible Russian surprise move.
