Soviet May “Loosen The Reins” WASHINGTON, June 7. The Secretary of State (Mr John Foster Dulles) said today the Soviet leaders might now be willing to loosen the reins somewhat on their Eastern European satellites. In a discussion of Big Four meeting prospects and decreasing world tensions, Mr Dulles also told a press conference that shooting had stopped iq the Formosa area and the situation there was less hazardous than it was three months ago. He spoke of the situation as one in which a cease-fire exists in effect without formal agreement. Mr Dulles linked his hopes of greater freedom for Eastern European • Communist nations with last week’s visit to Jugoslavia by Soviet leaders who accepted Jugoslavia’s independent status. That Communist State broke with the Soviet Union in 1948. Mr Dulles said it seemed to him that the attitude of the Soviet Union expressed in this action and in the recent signing of an Austrian treaty after eight years’ delay might indicate a changing Soviet attitude towards all of Eastern Europe.
