Dual Citizenship Of Chinese

11 p.m.) BANDUNG, April 21. i“Xionesia and Communist China reached agreement on the fourquestion of dual citizenship ? Bldonesia’s 2,500,000 Chinese, an Jonesian Cabinet Minister said toexpected that an agreement be signed tomorrow. Under the provisions, the Chinese in would have to choose they would become Indocitizens or Chinese “foreigners.”

he believed Formosa be B lven to the Formosans. There should be a trusteeship until a plebiscite can be held,’’ he said. “I am not trying to eliminate Marshal Chiang or anyone. AU that must be discussed later. Meantime, no-one must fire a shot.” He called on China to make a public and formal appeal to local Communist parties-throughout South-east Asia to disband. He spoke of this as a prerequisite to coexistence between China and her neighbours in Southeast Asia.

Sir John Kotelawela said Russia must also be persuaded to dissolve the Cominform, whose tentacles were spread throughout South-east Asia.' * suggested informal meeting between China, the Colombo Powers and the two S.E.A.T.O. nations at the conference—Siam and the Philippines—had been delayed because of pressure of work at the conference. Opinion at London Talks Sir John Kotelawela said everyone knew the Commonwealth conference in London felt that Matsu and the Quemoy Islands should be evacuated. He thought this was something which could be worked out as a result of his suggested informal conference. He read to reporters a memorandum on the historical development of Formosa. Then he said: “I, as Prime Minister of a former colony, can understand the position of the Formosans. At the end of World War II the victorious Powers decided that Formosa should be given to China. They made a deal to divide up the colonies of the Axis Powers. “Why should we, who were opposed to colonialism, be bound by such an agreement or rely on it in any way?’’ he asked. “That would be. in fact, to lend moral approval to what, if I may quote Lenin, is an act of imperial brigandage.” He said: “We can only submit a view which is consistent with our anticolonial stand. That is, Formosa belongs to the Formosans, and that these unfortunate people should be given a place at the international conference table as a free nation. “I maintain that our sympathies should lie with the people of Formosa. Why should we lend our support to the imposition of either the governments of the People’s Republic of China or of Nationalist China? "There should be a trusteeship until a plebiscite can be held,” Sir John Kotelawela added.
