AGGREGATION OF INCOMES
Sir,—A good many other taxpayers besides myself were no doubt interested in that item of the Prime Minister’s speech, when, in introducing the Budget, he declared it to be quite unfair that husband and' wife each working (e.g., for the purpose of acquiring or paying off their home) should be penalised by paying a higher rate of tax, the two incomes for taxation purposes being treated as one. The Prime Minister was right. The principle of aggregation is unfair—grossly unfair. But why limit the relief to incomes aggregating only £1000? Where the joint earned income of husband and wife is substantial, the rate of tax is much higher in proportion and the injustice is intensified. There are other cases where aggregation is equally unfair. A nation-wide protest and appeal for complete abolition is indicated.—Yours, etc., VICTIM. August 12, 1954.
