Britain’s High Commissioner for Malaya (General Sir Gerald Templer) said today he could see no end to Malaya’s emergency, called five years ago to combat Communist terrorism. No matter how successful were the security forces, there would remain indefinitely a “small core which will never stop until it receives orders from outside.” At present there were probably 5000 to 6000 terrorists in the jungle, and they had reduced terrorist activity to a minimum because it took them most of their time to feed themselves and stay secure from harassment of the security forces. Describing the resettlement of squatters’’ from the jungle fringes, where they willingly or unwillingly had aided, the terrorists, to new villages in reach of law and order. General Templer said: “Six hundred thousand people have been moved in about three years. This is an eleventh of Malaya’s population, and probably the biggest and most successful movement of people in history.’’
