Reported Terms Of Pact (N.Z. Press Association—Copyright) LONDON, July 20. Reports to Italian newspapers say that a pact between the United States and Spain is “due to be signed now,” says the special correspondent of the “Manchester Guardian” in Rome. According to the correspondent in Spain of the “Corriere Della Sera,” the agreement provides for United States use of naval bases at Minorca, Cartagena, Cadiz and Ferrol. The correspondent says that Ferrol and Genoa are the only two ports in the north-west Mediterranean capable of accommodating aircraftcarriers.

“The Americans are said to be projecting a great strategic road across the Iberian Peninsula, which would link Algeciras with Irun, and the new railway from Cadiz to San Sebastian,” says the correspondent. Air bases will also be provided for heavy bombers at Madrid, Seville, Alicante and Leon.

The correspondent says that the sum to be alloted for all this is 131,000,000 dollars, and that the pact will operate for at least five years.
