West Refuses Offer By East BERLIN, July 16. The West German Government had no intention whatever of sitting down at the conference table with the East German Government as suggested by the East German Prime Minister (Mr Otto Grotewohl) last night, West German Government quarters in Bonn said today. “We shall certainly not get together with these people,” they said. “The events on June 17 (the day of the East Berlin riots) show quite clearly that they have no sort of mandate to speak for anyone save themselves, and we cannot have any dealings with that sort of terror regime.” The West Berlin City Government spokesman said today that the East German offer was premature. “We still hold that the first steps to German unity are four-Power talks. Talks between East and West Germany will only have sense if the vita] question of principles has been cleared up by the nig Powers,” he said.
