Effect On Counties’ Finances
“BOTH SHOULD BE ABLE TO CARRY ON” The effect on the finances of the Waimairi and Heathcote counties of the commission’s amalgamation schemes is discussed briefly in the Local Government Commission’s report on its Christchurch sitting early this year. “It is self-evident that every extension of a city by the transfer of land from an adjoining county reduces the rateable value of the county, and that if a sufficient area is transferred, the financial position of the county may be seriously embarrassed,” says the report. “The Waimairi county appears to have sufficient area and rateable value to enable it to transfer the areas proposed to be included in the city, without unduly seriotis administrative consequences. The chairman at the county council intimated that the county, in its reduced form, could continue satisfactorily. “The Heathcote county has a much smaller area and rateable value, and the loss of two ridings will undoubtedly have an appreciable effect on its financial position. The chairman of the county council, however, indicated that it was the opinion of his council that the Heathcqte county would be able to carry on, notwithstanding the loss of these ridings,” the report says
