CONTROL OF THE RUHR
WESTERN GERMANY’S PARTICIPATION STATEMENT ON RECENT NEGOTIATIONS BONN, November 23. An Allied spokesman in Bonn said that the West German Chancellor (Dr. Konrad Adenauer) had definitely committed West Germany to joining the Ruhr Authority and accepting the obligations of the Ruhr Statute, which sets it up. The statute places the Ruh.- under international control. Britain, the 'United States, France, and the Benelux countries are its present members. It is believed that in exchange for accepting the Ruhr Statute. Dr. Adenauer obtained a halt in the dismantling order, not only for the six plants originally named in the Paris decisions but also for as many as 20 mori factories. An Allied spokesman in Berlin said to-day that West Germany would officially assume the responsibility of negotiating her own trade agreements from next Monday.
