AUSTRIAN PEACE TREATY
SOVIET CONCESSION REPORTED COMPLETION SAID TO BE NEAR (Rec. 11.5 p.m.) NEW YORK. Nov. 23. ‘Austria will be permitted to stockpile certain strategic materials, notably steel and chemicals, under the terms of the peace treaty, now nearing the final stage of negotiation by Britain, the United States, France, and Russia,” says the “New York Times” correspondent at Lake Success. “This decision represents a major concession by Russia to the wishes of the Western Powers. The Soviet Foreign Minister (Mr A. J. Vyshinksy) personally informed the Western representatives that the Kremlin had dropped its earlier insistence upon strict controls for Austrian supplies of materials deemed useful in the event of war. “Britain, the United States and France had argued that basic raw materials would be essential to Austria’s economic recovery.”
