WESTERN ZONES OF GERMANY

FRANCE NOT TOLD OF PROPOSALS COMPLAINT TO BRITAIN (N.Z.P.A.—Reuter—Copyright)' LONDON, January 9. Mr Rene Massigli, French Ambassador to London, has complained to the Foreign Office against Britain’s failure to inform France of the six proposals for strengthening the German Economic Council made by the British and American Military Governors to the German leaders. Reuter’s diplomatic correspondent, reporting this, adds that the French Government is believed to be critical of any increase in centralisation in the British and American zones. Comment by the Russian-controlled belt in German on the reconstruction of the British-American zones is described as “more furious, concentrated. and intense,” than ever before. Russian-controlled Berlin newspapers have called the German officials who accepted the British-American proposals “quislings and traitors.”
