The mere fact of knowing and seeing ’ that the administrative positions are in the hands of men with active-service experience will give untold confidence to the newcomers of all ranks, and it is to, be hoped that the wealth of practical experience that must be available in this country will be used to the fullest advantage. I can testify from my own experience as to the moral effect of a few ribbons, and where these ribbons are still worn by men with the other necessary qualifications for efficient service, I strongly urge that their effect cn the confidence of the recruit in his leaders should not be overlooked.— Yours, etc., 1899.
