HITLER'S AIMS IN 1939

* UNITY AND STRONGER ARMED FORCES BASIS OF GERMANY’S FOREIGN POLICY ANTI-COMINTERN PACT AND ITALIAN ALLIANCE (UNITED mass ASSOCIATION—COPYRIGHT.) (Received Janhary 2, 7.5 p.m.) , BERLIN, December 31. Herr Hitler, in a New Year proclamation, defines Germany’s tasks for 1939 as (1) continued education of people for unity; (2) further strengthening of the armed forces; and (3) a further extension of the four-year plan.

Herr Hitler describes 1938 as “the richest harvest year in German history,” for which he thanks the German people whose unity, he says, helped towards solving without war a European problem which had to be solved in some way. The proclamation adds: “As far as foreign politics is concerned, Germany’s place is determined and the fixed obligations arising from our friendship with Italy are clear and unbreakable. Signor Mussolini’s historic role of preserving peace in the last year compels our gratitude. We also thank the other statesmen who collaborated with us to find a peaceful solution of questions that could not be postponed. “Germany’s political attitude towards the world is conditioned ny the Anti-Comintern Pact,” Herr Hitler adds that Germany’s one desire is that it may be possible in the coming year to contribute towards a general appeasement. In a New Year message to the army, Herr Hitler thanked it for the “decisive part in the centurieslong dream of creating a greater Germany.”

' After the sentences imposed by the People’s Court on November 4 on prisoners convicted of a plot to depose Herr Hitler and substitute a Communist Government, the Security Service (numbering 7000 members throughout Germany, entrusted with the Fuhrer’s personal safety) is alleged to have unearthed further ramifications of the plot against the regime, including the projected assassination of Herr Hitler and other leaders.

Already 50 have been sentenced, and others will face treason trials.
