EIGHTEEN VESSELS LEAVE NEW YORK (Received November 12, 11.30 p.m.) NEW YORK, November 12. Eighteen, ships manned by nonstriking union seamen sailed today. The strikers claim gains in their ranks, but apparently are ready to negotiate.
