The Japanese- Government has instructed the Japaneso delegation to de- ' elinc to participate ia the proposed ■ Manchurian conciliation committee. Japan, objects to the application of Articlo 15, and declares that it is impossible for the proposed committee of 19 to arrive at an equitable decision on , such a complicated situation. Japan denies the propriety of any application '. of the sanctions. COUNSELS OF MODERATION. GENEVA, December 12. The Committee of nineteen had a, lively discussion on the situation in Manchuria. Tho Frco State and other small powers -wanted to take a strong lino of action, but Britain atid Franco counselled moderation. Tho drafting committee, -which includes Sir John Simon, Signor Massigli, Dr. Benes, and Mr Joseph Connolly, was appointed to submit a resolution on Wednesday. The conimitteo is likely to accept Sir John Simon's proposal to reaffirm the Special Assembly's ; resolution of March 3ltd.
