GERMAN RIOTS.
NAZIS AND COMMUNISTS. POLICE FIRE WARNING SHOTS. ('jMted press association'—nr emsctkic TELEGRAPB—COfVBKIHT ) (Received August 19th, 5.5 p.m.) BERLIN, August 19. The polieo intervened in a series of minor clashes between the Nazis and Communists here, firing warning shots. Nineteen arrests were made. Otherwise conditions throughout Germany are quieter. It is generally believed that the Reichstag will meet on August 30th, only to be dispersed. ACTS OF TERRORISM. NAZIS' RESPONSIBILITY. LONDON, August 0. Orio effect of the continued terrorism in Germany, which has opened everybody's eyes to the true character of the Nazis, is the rapid advance of workingclass unity everywhere, reports tho Berlin correspondent of the "Manchester Guardian." Socialists and Communists arc forming joint defence organisations. Tho leaders of tho Socialist Party yesterday informed Herr Bracht that they would authorise their followers to take immediate measures of self-defence if tho Nazi outrages did not cease. Tbe Government has appealed to Herr Hitler to exercise a restraining influence. Even tho police now admit that the Ivonig.sberg outrages were committed by Nazis. The Government apparently has begun to realise that to condone terrorist violence is not a simple matter in a country with a highly developed civilisation, and a great Labour movement, with political and revolutionary experience at least as great as Ilerr von Papen's and General von Schleicher's.
