Shipping Practically Idle.
men decline to accept OWNERS' TERMS.
As a result of the employers of waterside labour putting into operation yesterday a new scale of wages and altered conditions of employment, shipping throughout New Zealand *as practically at a standstill. At all but a few ports mem6efs of the Watersiders' Federation made no response to calls for labour. Ships for which men had been engaged the pfetious day were not affected. At Lyttelton the men accepted engagement in the morning, but did not offer in the afternoon when the employers desired to engage extra labour. A conference of employers was held at* Wellington yistflfday afternoon, but no Official statement was issued. It ' ktti announced, however, that the usual calls for labour . fould be made to-day.
