He is proceeding to Hsinking, the capital, on August 20th. t _ A Shanghai message states that Marshal Chang Hiao-liang has telegraphed to the Nanking Government announcing his determination to resign, and asking for the appointment of a military reorganisation committee, which, with the Peking Political Council, would take oontrol of military and political affairs in the north.
