DEMOCRATIC SPEAKER ELECTED (united rnr.ss association—bt ei,«ct*ic TELEGRAPH— COPVSIOHT.) WASHINGTON, December 7. Mr John N. Garner, Democratic representative in the House of Representatives from Uvolde, Texas, for the past 28 years, was elected Speaker at the opening of Congress on Monday, by the victory of the Democrats, who control the House for the first time in 12 years, with 219 scats to 214 hold by tho Republicans. Thero is one Farmer Labour representative, and one vacancy, for New Hampshire. The Republican nominee, Mr B. IT. Sncll, of Potsdam, New York, is now expected to become the minority leader.
