EQUAL FOOTING.

THE LAWS OF PERSIA. TREATMENT OF FOREIGNERS. (bbitish omcm. wibeless.) (Received May loth, 7.30 p.m.) RUGBY, May 14. The text was issued to-day of a Note which the Persian Government sent to the British Minister in Teheran on May 10th when the capitulatory regime terminated, respecting the legal position of British Nationals in Persia.

The Note, which emphasised that the judicial personnel and laws of Persia have been very appreciably reformed, states that in all civil and commercial cases in which a foreigner is involved, only written evidence will be admitted, and judgments, which must contain considerations of law and fact, must also be put in writing. Ordinary police Courts shall be competent in matters only of slight importance, where nothing more than a small fine is involved. Foreign nationals will never be sentenced to corporal punishment unless actually committing crime. No foreigner will be arrested and no foreign premises or private premises will be entered or searched without a proper warrant.

Foreign nations will be treated on an equal footing with Persian subjects in matters of taxation.

AGREEMENT WITH PERSIA.

RUGBY, May 14. Sir Austen Chamberlain in the House of Commons announced the conclusion of an agreement with Persia, by which the Persian Government had expressed its willingness to enter into negotiations with the British Imperial _ Airways Company regarding conditions under which air services between Egypt and India should bo operated. Sir Austen Chamberlain added that he had taken the opportunity of expressing the satisfaction of the British Government at an agreement being reached.
