(special to the phess.) WELLINGTON, June 2. Owing to a general misunderstanding, the New Zealand Rugby Union is issuing a circular explanatory of the reeent amendments to the rules. Tho circular states that these give the kicker the right to place the hall on the ground himself when taking a penalty, kick. This does not apply to kicks at goal (rem a mark or try. In a penalty-kick .the side which has been penalised must not jump in the air or stand with arms outstretched or advance beyond the mark. They must assume » natural position. An offside player is not now put on side by a ball accidentally touching an opponent. Tho latter must make a deliberate attempt to play tho ball. In all cases of obstruction the side obstructed may have the option of a kick at either spot mentioned in the amendments. In the event of a ball not being thrown in five vards, the referee is to order it to be thrown in again, but to warn the offenders that » repetition of the failure to throw jn five yards will be penalised as for a perstst#nt breach of the rules. The advantage rule does not apply if the ball is not thrown straight from the line-out, nor to a kick-off " j* ...» if the la 1 does not reach ten "ards at the kick-off or the twenty-five yards' line at a drop out, tho opposing side has the option of a scrummase or of having the ball re-kicked.

At tho woekly meeting of tho West Coast League Centre correspondence was read from the New Zealand Council advising that should the weather be suitable (he Otago team would arrive by car on Friday, Juno 11 th, and return on Sunday, June 13th; alfti asking tho Centre to make arrangements for accommodation for fifteen players and three selectors. Tho secretary announced that a letter had been forwarded drawing attention to tho condition of tho road, and informing the Council that Thursday would be tho most suitable day on which to travel. Tho Council advised that all transfers must be submitted to the League before players would bo allowed to play for any other club. ASSOCIATION. TO-DAY'S MATCH. Tho South Island Association football championship for the Peter Dawson Cup will be played at English Park this afternoon, between Canterbury and South Canterbury, Tho curtain-raiser, Yorkshire v. Lancashire, is at 1.45 p.m., and the county factions should bo well represented. The teams have been well selected, and the men havo been in hand training for this fixture, so a bright exposition of the code may be anticipated. AUCKLAND ASSOCIATION. (PHESS ASSOCIATION TELEGBAM.) AUCKLAND, Juno 2. iho Management Committee of tho Football Association last night received a Jotter from tho New Zealand Council asking the opinion of tho local Centre regarding a proposed North v. South Island match this season. It was resolved to agree to the fixture and also to release any Auckland players selected to take part. Amended rules governing competition for tho English Football Association trophy were submitted, and dates for further matches for the trophy wcro approved as follows: August 7th, Canterbury v. Auckland, at Auckland. September 18th, Otngo v. Auckland, at Auckland. The Chatham Cup final will bo played at Wellington on September 4th.-
