M. Painlove, in an official statement, said that the Council unanimously approves of the scheme for debt settlement, which M. Caillaux will propose to Washington, and has given M. CaiJlaux full powers to negotiate an agreement, which will be submitted to the French Parliament for ratification.

M. C&illanx and a delegation Trill depart for America on September 16th. The French Prime Minister concluded his statement with the assertion there -was no political signiin Mr Baldwin's conversations in Paris yesterday.
