UN-BRITISH LABOUR. CONFERENCE AGENDA. (bt cabuc—pbbss association —cornuttHT.) (AffSTaAUAN AND K.Z. CAHLS ABSOCIATIOS.) . (Received September 17th, 12.5 a.m.) LONDON, September 16. A formidable agenda has been issued for the Labour Party's annual confeience, opening at Liverpool on ..September 29th. ' In addition to the Executive's own i motions, traversing practically every phase of Labour policy, tho branches are tabling sweeping amendments, indicating an insistent and widespread effort to "ginger up" the Party's preframme. One branch seeks .to refer ack tho Executive's polfcy statement, on the ground that it is totally inadequate for a Party existing to achieve the foundation of. a Socialist state. The Executive, 1 in outlining "the Labour policy for the British Commonwealth of Nations," demands closer personal contact' between British and Domiiion Governments, a survey of land resources, with a view to scientific redistribution of population and an increase in production, tho training of emigrants, and bulk purchases of goods by the Government from the Dominions. To this policy drastic amendments are being submitted', one declaring that "It is contrary to the interests of the working classes to describe Britain's slave Empire as a Commonwealth of Nations." It condemns all emigration schemes on tho ground "that the Partv should seek to win this country for the workers, not to send them, overseas." Another denounces "Capitalist brigandage in the shape of Imperial schemes for the development of Emigration, which is only a method of fastening capitalist exploitations more firmly upon the workers." Another wants to assist "Colonial workers peasant movements, in order to develop an anti-Imperialist and united front."
