' The compact which has been entered v into between the State' 'Government and the Parliamentary t Progressive party for the forthcoming sebs'ion, and, relating to the programme of legislation which will betsubmitted to Parliament, has got the Ministry out of a' delicate position, for it was between,, Scylla and Charybdis. s On tiie other hand it saw disgruntled Progressives,. whose panty it looked to tor a safe working majority, and on* the- other h hand an actiyo Labour Opposition, which revels in a little bit or fighting when it thinks the time is opportune, and which has the advantage of consisting almost.wholly of vigwous young men who delight in keeping the Houseup all night' when older men. want to go to sleep. The Labour party intends to launch, ti censure.motion on the Address-in-' Reply., but now that &e Nationalists" and the Progressives have entered, into a n-orking pact for the session its-at-tempt to oust ,tho Goernment this sebsion at all events, will bo tantamount to the foolishness- of Dame Partington,, when she found the tide, surging round her doorstep and tried to sweep it back The best a censure motion by the party can do is to delay business. 'Ministers, however, will nave no fear of opposition from the Progressives. The Pro-, gressives' proposals, which the'Govern-1 ment has agreed .to embody in its pro-' gramme, include boring-for water fo" Irrigation purposes, cross-country lines l and other country developmental schemes. ,
