The British steam yacht Istar, reputed to be the queen of tho rum fleet, has reappeared off "Rum Row," 12 miles out, with 20 other vessels. Coastguards estimate that the ships carry 160,000 cases, valued at 80,000,000 dollars.

Tho date of the plebiscite on the liquor question in Saskatchewan has been set for July 21st by a Bill introduced by the Government in the Saskatchewan Legislature. Voters will be asked to vote for or against the present Temperance Act. THE SPRING FRESHET. ABOUT TO BEGIN. (AUSTRALIAN AND N.Z. CABLE ASSOCIATION.) {Received March 6th, 9.5 p.m.) NEW YORK, March 5. With 21 vessels carrying cargoes estimated to be in excess of 200,000 coses of contraband liquor already anchored on the so-calle4 "Rum Row," 12 miles off the 6bore here, Customs officials have reported thati New York's spring liquor freshet is about to begin. It is estimated that" 8,000,000 dollars will be carried to sea when this liquor has been disposed of. Federal officials attribute the presence of the large rum fleet to tlhe expectation that the Anglo-American Liquor Treaty will soon be ratified. In view of the long distance neoessary for operation now between veaisels and the shore, revenue officers find the rumrunners ever increasingly wary «nd skilful.
