* ; THE POWERS' PROTEST. (M CABLE —PRRBB ASSOCIATION—COFTBIQHT.) (AUBTBALIAH AND H.Z. CAB LI ASSOCIATION.) (Received February 19th, 12.15 a.m.) NEW YORK., February 17. The text of the Note,sent by the American, British, French and Japanese Governments to China protesting against the of Chinese internal loans published. The Powers vigorously pointed out that external loans due in the last quarter of 1922 uad not been attended to, and took exception to the practice of consolidating Chinese internal loans on the security of Customs surpluses. The Note also asked that these surpluses be applied to the liquidation of foreign loans.
