General Smuts whs offered, but declined, the Palestine command beforo General Allonby was appointed. (ReceivoS December 17th, 7.25 p.m.) LONDON, Docember 16. General Smuts, in his letter to the Premier resigning from tho "War Cabinet, points out that tho appointment was purely -a war measure, ending with tho conclusion of hostilities. Tho Premier has not yet replied.
