THE SHIPPING PROBLEM

LONDON, May 16. The first large concrete ship, -which has a displacement of 900 tons and a dead weight capacity of 500 tons, has been completed. An important agreement was reached at a conference at York between shipbuilders and workers, providing safeguards against disputes, with a view to accelerating shipbuilding and repairing.
(Australian and N.Z. Cablo Association.) (Received May 17th, 11.50 p.m.) WASHINGTON, May 16. The Shipping Board has authorised the construction of 40 additional concrete ships, costing 45,000,000 dollars.
The Navy Department has announced that tho American steamer Neches (5426 tons, built in 1914) was torpedoed and sunk in European waters. There was no loss of life.
