Major Beattio presided over a full attendance, and, on behalf of the residents of the borough, presented Sergeant Pileher with " a silver-mounted pipe and tobacco pouch, suitably engraved. The recipient suitably responded. Mr J. M. 33. Crawford referred to Sergeant Pilcher's work during the time he was on the teaching staff at the school for the deaf, and Mr W. F. Raphael also spoke.
