Tho Upper House almost unanimously p&ssed a resolution of approval of the formation of a Government acceptable to Parliament. This is regarded as marking a now ora in constitutional development, and as especially opportune when tho Duma is striving for a National Government corresponding to tho nation's desire to put forth its whole energy.
