Austria has replied to the American Note sent in August about the export of munitions, declaring that she has not changed her opinion regarding American export. Sho does not object to a normal traffic in war material, but the United States has become militarised because her economic life has become subservient t<f the production of war material. The greatest possible scale of concentration upon this manufacture means an effective support given to the Allies. An excessive export of munitions is inadmissible even if supplies are given to both belligerent parties.
