QUESTION OF LEGALITY. A GOVERNMENT BILL. (special to "xnE press.") WELLINGTON, September 27. The Gaming Act Amendment Bill, a Government measure, was introduced in the House to-night by tho Hon. G. W. Russell. The Minister declined to furnish any information whatever as to tho naturo of tho new measure, but from semiofficial sources it has been ascertained that it is intended to give legal sanction, under a system of permits, to lotteries held to raise money for purely patriotic purposes.
