Mr W. J. Bryan, Secretary ot State, replying to Count Bernstoiff s representations regarding dum-dum bullets, says it the United States ust refrain from officially investigatm:; such charges, which would bo inconsistent with s'.rit-t neutrality.

Mr Bryan, however, deals with tbo charges \seriatim, producing signed statements from every American firm Count Bcrnstorff mentioned - denying his charges. Tho United States, therelore, requests further evidence, as that submitted proves nothing.
