An Orange Book affords tho most striking testimony of tho unprecedented lengths to which Russia, in conjunction with England and France proceeded in the hope of averting a conflict. It .shows that the Russian Ambassador was minutely informed of every move in Constantinople. He reported on September 10th that Enver Pasha had received a letter from Germany intimating that tho moment had arrived for Turkey to fulfil her obligations by an invasion of Egypt and the landing of troops in Odessa.
