The Harbours Act Amendment Bill, which was circulated to-day, contains =i provision that a Board may, by a resolution passed at a meeting at which all > members are present, agree to pay any of its members a y special allowance df £1 Is for each attendance at the Board, in addition to reasonable expenses actually incurred in travelling io or from meetings, or uoon any other Board business. The Bill provides m regard to the system of voting by tho payers of dues that "where such" dues have been paid by two or more persons jointly only one of such persons 'shall be entitled to vote.in rosnect of such payment."
