CAPE TOWN, February 20
Continuing the Indemnity Bill debate, Mr Hull said that a contributinß cause of the industrial trouble was the Government's failure to deal quickly and effectively with the July troubles. Tho declaration of martial law was absolutely necessary in view of the July events. Mr Hull also approved the mobilisation of the troops, but said he would not support banishment without, trial.
Mr Juta blamed the Government for allowing a little strike to become an insurrection. The deportations would not eradicate the evil, but would cause harm. Mr de Wet, the new Minister for Justice, in replying to criticisms, said that martial law was justified, for the Government was bound to stamp out the conflagration. The Government hoped to introduce this session, industrial legislation to give it increased powers. Mr Boydell emphasised the fact that the Labour Party warned the Government at the end of last cession that there would b© a general strike.
