AN UNSATISFACTORY SITUATION. THE GOVERXOrTnVBSTIGATIXG. LONIX>N, December 24. The "Daily Telegraph" is in receipt of mailed advices which show the situation, in Bengal to bo unsatisfactory. Lord Carmichacl is taking risks in investigating the situation. Hβ has been visiting bazaars to watch tho police treatment of natives, and he has found that tho police are, in many respects, seriously neglectful. ' He also went., unattended and disguised, on n long train journey in a native carriage. to test the treatment of natives on th't railways. Lord Garmichaol's staff is apprehensive of his safety.
