THE PROMOTION QUESTION. General Godley arrived in Chrietchurch on Tuesday. Regarding the throwing open of irino lieutenancies in the permanent forces to non-commissioned officers on examination, it is explained that the reason for the adoption of this course is that it has been found impossible tor tho existing staff of permanent officers to continue to duplicate tho duties of aroa officer and adjutant, as they havo hitherto had to do, till the first batch of cadets from tho Royal Australian Military College havo graduatwl in 1915. Both tho Government and tho Defence authorities aro glad to have this opportunity of rewarding tlio senior warrant and non-commission-ed officers of the permanent forces for the good work done by them with tho old volunteers and in'tho stnrting of tho now Territorial force. The prospects of the cadets now under training for officers at tho Royal Military Collogo of Australia will not Jkj prejudiced by tho advance?iient of those warrant and non-commissioned officers to commissioned rank, as the latter are all men of such an ago that they will, under the. regulations, be. retired before there is any possibility of their blocking tho promotion of the cadets. ' There is no intention, in the future, of departing from the rule, made on Lord Kitchener's advice, that tho corps of officers shall bo rncruitpd by graduates of the Military College, for which the competitive 'entrance examination is open to all boys of all classes between the ages of sixteen, and nineteen.
