THE FRENCH SEAMEN.
SITUATION GRAVE
PARIS, July 12
The situation is grave at Dunkirk, where dockers, seamen, coal-heavers, carmen, and lightermen are idle.
A Paris journal states that thero is a lack of properly trained crcws_.- and vessels aro in serious danger. Tho officers aro doing most of the work. In somo cases the crew consists of unemployed waiters, chauffeurs, music-hall artists, and watchmakers.
