SYDNEY, July 13. Tho secretary of the Labour Coun-

cil, in his half-yearly report, notes that there is general inclination for I organised labour nnd closer unity. Tho time is now opportune to meet this , before a rival organisation comes to nplifc their ranks, to the detriment of the workers' interests.
