Mr Samuel, receiving a deputation from tho National Committee of Poetal and Telegraph Associations, said he would reserve his decision until he had consulted his colleagues regarding a fresh enquiry into the conditions of the servjeo, but strongly warned the small irresponsible minority, that w«s raising threata of a poetal strike, that public opinion would require any Postmaster-General, whatever his party, to take steps to render a recurrence impossible, oven if this might intensify the temporary dislocation. A striko of Civil Servants differed from other strikes owing to tho better security of employment. Hence the reciprocal obligation on the Civil Servants not to withdraw their lalKHir from tho State.
