Minister of Defence:— " Whilst employment is not so scarce as in some former winters a considerable number of capable casual labourers are wanting work. Can you authoriso tho necessary tree planting being put in hand en the Territorial camp area? It would afford relief and your shelter plantations would havo a year's start. —T. E. Taylor."
