■REBELS SETTING UP PROVINCIAL
GOVERNMENTS.

The United States does not propose to interrupt legitimate commerce with, the Mexican States that are now in the hands of the rebels, but with a view to preserving American neutrality all trans-frontier shipments will be carefully examined. Cabinet is still undecided whether to recognise the belligerency of the rebels. MEXICO CITY, May 13. It is stated officially that Dias refuses to resign the Presidency while tii© country is in tho present state, of unrest. When peace is restored ho will resign. If the rebels will not accept such a declaration there is nothing further to bo dono in tho direction of peaoo. Tho rebels are organised in tho States of Sonora and Chihuahua, under General Madoro's presidency, and are appointing State Governors and establishing garrisons. It is reported that the Federals, in retreating from Aqua- Prieta, shelled two villages, Idling many of tho inhabitants. (Received May 15th, 12.15 a.m.) MEXICO CITY, May 14. A state of siege prevails hero, and an attack is expected. Although it is belived no rebels are anywhere in the neighbourhood troops are watching the suburbs. An army of 2000 rebels captured Acapulco on May Bth. Tho small garrison, although aided by the guns of a I Federal cruiser, were overpowered.
