LONDON, December 5. The Shipowners' Parliamentary Com* mittce was unable to come to any decision on tho Declaration of London, and referred the matter to the reactive associations, who will resume freedom of action.
Lord Charles Beresford, speaking at Portsmouth, denounced tho Declaration of London as a disgraceful betrayal of national security and national power. If it is ratified, the country will only exist on sufferance, and will be liabk to be starved into submission at tkf will of an inferior sea Power.
