Tho steamer Papanui has been granted a clearance for Nagasaki on the passport of the Nicaraguan Consul, who stated that he had received satisfactory reports from two firms of engineers. Steam was got up and preparations were made to sail with a Filipino crew at midnight. However, the Marine Board notified the pilots that they were not to navigate the vessel, which in consequence is still in port.
