Workmen will bo able to build houses for themselves with .practically no capital t-> start with, and pay off the principal easily by means of a weekly rental. The Minister states that the draft Bill is- now ready, "and it ' contains a stringent provision for preventing speculation in these houses: It will be impossible for the;original owner to dispose of his interest to anyone who already owns property of that description. ' "
