Viscount Gladstone, with the Premiers of Cape Colony, Natal, Orange River Colony, tho Transvaal, and many politicians and citizens, participated in a striking farewell to Lord Selborne on board tho Armadalo Castle at Capetown. Tho newspapers pay a tribute to the retiring Governor-Gene-ral's unfailing impartiality, and declare that he has striven to obliterate the racial prejudices and divisions.
