FISCAL RELATIONSHIPS. United Press Association—By Electrio Telegraph—Copyright. (Received May 18th, 10.40 p.m.) LONDON, May 18. The Toronto correspondent of "The Times'' reports lhat the Hon. W. S. Fielding, Minister of Finance, is proceeding to England immediately to arrange for the conversion of the Canadian £-.000,000 loan. This will necessarily cause the ,p_stponement of the tariff negotiations with the United States, until the autumn. The Government in tho meantime is sounding the Canadian manufacturers and producers whose opinions do not favour tho proposals. Tho United States National Association of Manufacturers favours closer trade relations, ami an agreement for the construction of a new .through water route from the Great Lakes to the South.
